Liverpool City Council – Sporting Grants Program

Overview / Purpose

This program aims to assist with the development of young people and encourage participation of the broader community in local sporting and recreational activities.

There are six categories available:
- Sports development
- Ground development
- Maintenance equipment
- Sporting equipment
- Education
- Club diversity

Grants available are up to:
- $5,000 per Junior Sporting Club (clubs catering for members under 16 years old)
- $5,000 for Junior Disability Sports

Who Can Apply

Eligible applicants must:
- Be incorporated or auspiced, non-profit community service organisations or groups providing programs or services to the residents of Liverpool.
- Have public liability insurance of at least $10 million.
- Supply a copy of most recent annual report and/ or financial statements.
- Have not received funds from the Sporting Grants program in the previous year.
- Acquit previous council grants and donations and have no outstanding debts to council.
- Be a resident of or located in the Liverpool local government area and/or principally providing services to the residents of Liverpool.
- Include all required supporting documentation with their application.

Eligible Activities

Eligible activities and costs include:
- Sports development
a) Coaching clinics
b) Sports camps or training and development
- Ground development
a) Minor capital improvements
- Maintenance equipment
a) Line marking equipment
b) Ground maintenance equipment
- Sporting equipment
a) Kits, bags, first aid supplies, safety equipment
- Education
a) First aid training, coaching education programs or safe play
- Club diversity
a) Introduction of additional sports or expansion of club to encourage greater community involvement

Equipment must remain the property of the club to be eligible.

Assessment Criteria

The main assessment criteria include:
- Application received prior to the closing date.
- Proof of costs provided.
- Grant able to be spent within 12 months.
- Applications signed by Club Office bearers.
- Project meets council’s construction and safety standards.
- Demonstrate improvements to the delivery of junior sport in Liverpool.
- Demonstrate meeting an identified community need including access opportunities for specific special needs groups or individuals.
- Timeframe and budget are realistic and align with project objectives.
- Contribution from club (financial or in-kind).
- Demonstrate benefit to the broader community.
- Proposed project evaluation method including sustainability of project.


The following are ineligible for funding:
- Projects that:
a) Duplicate existing council services or programs.
b) Directly contravene existing council policy.
c) Do not meet the identified priority needs of the Liverpool LGA as set out in Growing Liverpool 2023.
d) Will rely on recurrent funding from council.
- Applications from:
a) Government departments, commercial/profit-making enterprises or political parties.
b) Charities for general donations (however, council may provide grants to specific projects run by charities where they meet the criteria).
- Applications for general fundraising activities, general operational expenditure (e.g. administration, insurance), shortfalls in funding by government departments or completed/retrospective projects.
